Biography

Paul Shaloka, Ph.D., is a forensic labor economist currently serving with Vocational Economics, Inc. (VEI), where he specializes in expert analyses and testimony related to earning capacity loss due to total disability and death. His expertise extends to providing detailed pension analyses, economic evaluations of life care plans, and household service assessments.

Dr. Shaloka earned his Ph.D. in economics from the University of Notre Dame in 2023, following a Master’s degree from the same institution. He completed his undergraduate studies at Indiana University of Pennsylvania, where he graduated summa cum laude with a Bachelor of Science in economics, along with minors in applied statistics and business administration.

Prior to joining VEI, Dr. Shaloka worked at the US Equal Employment Opportunity Commission (US EEOC) as an economist. At the EEOC, Dr. Shaloka independently developed economic analyses for a wide range of cases involving alleged employment discrimination. He has provided expert testimony and advised on the use of statistics in litigation for the federal government. Prior to his work at the EEOC, he honed his skills through graduate research and as a teaching assistant at the University of Notre Dame. There, he lectured and developed problem sets and coding exercises, while also conducting data analysis for research published in top-field journals in development economics.
